Most dogs and cats can be freely brought to Sweden from Norway

You need no passport, no treatment and no permit to bring dogs, cats or ferrets from Norway to Sweden, provided that the animals travel with their owner and that they are not to be sold. In other words, no requirements apply to animals that travel with their owner or an other person from Norway for for example a vacation, to take part in a competition, or to be used in breeding.

If you intend to travel with a dog between the Norwegian mainland and the Svalbard Islands, you need permission from the Norwegian Food Safety Authority. Cats and ferrets must not be brought to the Svalbard Islands.

Health requirements for animals that are to be sold or travel as cargo


New rules apply from 14 July 2010. When animals travel as cargo (i.e. not with their owner or as a part of his or her luggage)and when they are to be sold the following rules apply for entering Sweden from Norway:
  • The animals must be identity marked.
  • The animals must be vaccinated against rabies.
  • The animals must have an approved rabies antibody count.
  • An official veterinarian shall have performed a health check on them within 24 hours of the time when the animals cross the border into Sweden.
  • The animals need EU passports in which a veterinarian certifies all of the above.
  • The import must be notified to Customs at the border.

If you intend to buy a puppy or a kitten in Norway, the rules above do not apply if the purchase is completed before you cross the border and if the animal travels with the owner or his or her representative, for instance the person who sold the animal.
